Android is always downloading when connected to wifi

Problem: Basically Android stays connected to an SSID for as long as it can, even if the signal is very weak and a stronger connection is available, it will not migrate. This is documented on the following (closed) Android issue pages: Fast Roaming; Wifi Roaming between Access Points with the same SSID. Turn on both WifI and Data - long press WiFi in quick settings then from there three dot menu and you will find the option to stop data while WiFi on. It's there for when WiFi is poor so the phone switches to Data to maintain good connection.
